The Town of Cicero issues building permits through its Building Department at Town Hall, 4949 W. Cermak Road. Projects with full architectural plans are reviewed by SAFEbuilt for the Town, and every contractor and subcontractor on an application must hold a Town of Cicero Business License.

This guide covers Cicero’s Building Department, what needs a permit, SAFEbuilt plan review, fees, codes and inspections.

What requires a building permit in Cicero?

Cicero requires permits for replacing kitchen cabinets or countertops, replacing windows, replacing existing plumbing fixtures, and soffits, fascias and siding. New shingle or flat roof work must be done by a licensed contractor.

Typically exempt: painting, flooring, tuck-pointing, gutter replacement, hot water heater installation, and replacing storm, screen or overhead garage doors in existing openings. A backwater valve install needs a follow-up inspection by the town’s water department.

New construction on non-standard lots goes first to the Architectural Review Committee, with an application, specification sheet and stamped blueprints.

Illinois leaves building codes to local government, but since 1 January 2025 any local code must regulate structural design at least as strictly as baseline editions of the International Building, Existing Building and Residential Codes, and where no code was adopted the statute sets minimums for commercial buildings and new homes (Public Act 103-0510). Cicero permit costs and fees

The permit and inspection fee is 2% of construction cost for residential structures and 3% for commercial and mixed-use structures, subject to minimum fees. Residential applications need a notarized affidavit and a copy of the contract.

  • Trade minimums: $55 each for air conditioning, electrical, fencing, heating, masonry, plumbing, roofing, siding, windows and similar work.
  • Storm windows: $30. Demolition and wrecking: $200, with proof of ownership or a notarized affidavit from the owner.
  • Homeowner allowance: homeowners doing their own repairs get $1,500 a year; a permit is still required but is free up to that amount. It does not apply to contractor work.

SAFEbuilt review fees are based on square footage or the number of sprinkler heads. All SAFEbuilt and Cicero fees are paid to the Town of Cicero when the permit is picked up, not to SAFEbuilt.
