City of Safety Harbor and Pinellas County Building and Development Review Services share responsibility. The City Building Division states that Pinellas County provides building-official services under the interlocal agreement, while the city continues review for its Land Development Code, City Code and Fire Code.

What requires a building permit in Safety Harbor?

Most permits start with the Safety Harbor Building Department, but certain applications are submitted solely to Pinellas County using County forms and procedures.

Permits submitted solely to Pinellas County include electrical work on private property, plumbing work on private property, windows/doors/garage doors, roofs, mechanical and A/C changeouts, and natural-gas permits without new service. Structures in a Special Flood Hazard Area must first receive the city’s substantial-improvement/substantial-damage review before the County submittal.

  • City review remains important — Safety Harbor reviews Land Development Code, City Code and Fire Code issues and handles city-only permits and local review requirements.
  • County building-code role — Pinellas County conducts Florida Building Code plan review and inspections under the interlocal agreement and directly accepts several listed permit types.

Safety Harbor permit fees

Safety Harbor and Pinellas County charge separate fees. The city publishes Land Development Code review and inspection fees; County building-code permits use the Pinellas County Building and Development Review Services fee schedule.

The city’s LDC review schedule, effective August 31, 2022, lists a $125 city-only LDC review fee for general activity, a $90 fence LDC review fee, and a $190 city/county LDC review fee for applicable combined-review permits. It also lists a $50 permit reactivation fee, $50 revision-to-issued-permit fee, and $50 inspections/reinspections charge for applicable city functions.

For city LDC final inspections tied to certificates of occupancy or completion, the schedule lists $100 for a single-family residential final, $150 for non-residential under 3,000 sq. ft., and $250 for non-residential 3,000 sq. ft. or larger, multi-family or mixed-use, with a $50 final reinspection fee.

Pinellas County sets its own Building and Development Review Services fees, paid through the County Access Portal.

How to apply for a Safety Harbor permit

1. Confirm the Safety Harbor address and permit category

Start with the project scope and identify whether the application is a city-reviewed permit, a County-only permit or a project that requires both city and County review.

2. Check for flood-hazard review before County filing

Safety Harbor requires city substantial-improvement/substantial-damage review first for structures in a Special Flood Hazard Area before listed County permit submittals.

3. Complete the City intake or completeness review when required

New residential, new commercial, commercial renovation and addition projects follow the city’s published completeness-review process; commercial projects may require a pre-application call.

4. Submit the building-code permit to Pinellas County when required

County-only trade/replacement permits and other BDRS permits use Pinellas County forms and the County Access Portal.

5. Pay city and County fees to the correct agency

City LDC, fire and local review fees and County building-code permit fees are paid separately.

6. Schedule the correct inspections

Pinellas County conducts Florida Building Code inspections for County-handled permits; city staff handles applicable Land Development Code, City Code and Fire Code inspections.
