In the Town of Groton, Inspection Services, part of the Office of Planning and Development Services, issues building, electrical, plumbing and mechanical permits and certificates of occupancy, and you apply, pay and request inspections through the Town’s Citizen Self Service (CSS) portal. Two places inside the town permit on their own: the City of Groton, through its Building and Zoning Department and PermitLink, and the Groton Long Point Association, whose building official issues all building permits there and the residential trade and demolition permits.

Inspection Services works from 134 Groton Long Point Road, the same building as the Town’s planning, zoning and wetlands staff. The Town had about 39,100 people in the Census estimate for 2025, of whom about 10,200 live in the City of Groton and about 500 in Groton Long Point. The Town’s planning page also lists the Noank Fire District, with the City and Groton Long Point, as a separate jurisdiction for zoning questions.

📍

Three building offices in one town. Before filing, find out whether the parcel is in the City of Groton (295 Meridian Street, 860-446-4104), in Groton Long Point (44 Beach Road, 860-536-4736) or elsewhere in the Town, where Town Inspection Services issues the permit. Each has its own portal and fee schedule.

What requires a building permit in Groton?

Inspection Services enforces the building, electrical, plumbing and mechanical codes, so the permit list is the State Building Code’s: building, enlarging, altering, repairing, moving or demolishing a building, and installing or changing electrical, gas, mechanical or plumbing systems, unless the work is on the code’s exempt list. The division also enforces the State Demolition Code, the Town’s historic district regulations, the rental housing code and the property maintenance code.

Permit required

  • New houses, additions, garages and decks above the code’s exempt size
  • Alterations and repairs to structure, exits, fire protection or building systems
  • Electrical, plumbing, heating, cooling and gas work
  • Pools and other structures the code does not exempt
  • Commercial buildings, fit-outs and changes of occupancy
  • Demolition, under the State Demolition Code
  • Exterior changes in a local historic district, which also need a certificate of appropriateness

No building permit

  • One-story detached sheds and playhouses of 200 sq ft or less
  • Fences not over 7 feet (pool barriers still need a permit) and retaining walls up to 3 feet that carry no surcharge
  • Painting, papering, tiling, carpeting, cabinets and countertops
  • Swings and playground equipment

What the town decides and what the state holds

The Town sets its permit fees in section 5-1 of the Town Code, which lets the Town Council change them by resolution, runs the CSS portal and decides how plans are routed to its planning, wetlands and coastal staff. The City of Groton and the Groton Long Point Association make those choices for themselves; the code and the trade licenses are the state’s.

Connecticut has one State Building Code: the code itself sets which work needs a permit and which is exempt, every town’s building official is licensed by the State Building Inspector, and there is no county government. Connecticut rules

Groton building department: who handles permitting

Inspection Services issues permits, inspects work at each stage of construction and issues certificates of occupancy; it also takes zoning, building, housing code and blight complaints and processes appeals to the Building Code Board of Appeals and applications to the Historic District Commission. Its zoning official issues certificates of zoning compliance. The Planning division supports the Planning and Zoning Commission, the Zoning Board of Appeals and the Inland Wetlands and Conservation commissions and enforces the Coastal Area Management Act. The Ledge Light Health District permits septic systems, and plans for buildings other than one- and two-family houses go to the district fire marshal.

In Groton Long Point the Association’s building official issues all building permits, handles the electrical, plumbing, heating, air conditioning and demolition permits for residential work, reviews plans, inspects the work and issues a certificate of occupancy or acceptance at the end; its permits have been online through a GovOutreach site, and its zoning regulations were revised in August 2026.

Residential permits

House projects are filed in CSS after a one-time registration that ties the account to a single email address, which then receives every status update, invoice and notice. The Apply tab lists the permit types, the My Work tab holds your permits, plans, inspection history and invoices and is where you request inspections, and the Map tab lets you start a permit from the parcel on the Town’s GIS. Where an address returns several results, as with new lots, pick the parcel with the right owner’s name. A house on septic also needs Ledge Light’s review of additions, pools, decks, garages and other accessory structures.

Commercial permits

The division’s commercial plan requirements apply to every building other than a one- or two-family detached house: three complete sets of construction documents including site plans, two for building inspection and one for the district fire marshal, plus one to Ledge Light for a restaurant or food service; sheets no larger than 30 by 42 inches; every sheet sealed by a Connecticut registered design professional; and a code analysis covering use group, construction type, height and area, egress, fire protection, accessibility, energy, special inspections and third-party review for threshold buildings. The sheet’s section numbers come from the 2018 code, which the 2022 code has since replaced. Staged reviews with the building official, fire marshal and health inspector can be held at concept and at 50, 70 or 90 percent design.

What comes before the building permit

Zoning comes first: the zoning regulations were reissued with changed tables on July 15, 2026, and the zoning official confirms compliance. Projects near wetlands and watercourses go to the Inland Wetlands Commission, and shoreline work in this coastal town goes through coastal area management review by the Planning division. In the Town’s historic districts a certificate of appropriateness from the Historic District Commission comes before the permit. The City of Groton and Groton Long Point run their own zoning, and the Town refers Noank zoning questions to the Noank Fire District.

Groton permit costs and fees

Section 5-1 of the Town Code sets the Town’s building and mechanical permit fee at $20 for the first $1,000 of cost and $10 for each further $1,000 or part, the codified rate, effective January 1, 1999, with the same rates for demolition and a certificate of occupancy fee of 2% of the building permit fee, at least $10. The same section lets the Town Council amend fees by resolution kept on file with the Town Clerk, and the CSS invoice shows the amount due. The City of Groton charges under its own resolution.

Trade permits and who may pull them

Electrical, plumbing and mechanical permits are issued by the same Inspection Services staff and filed in CSS under their own permit types, each with its own inspections. In the City of Groton, electrical, HVAC, plumbing, mechanical and sprinkler permits are charged at the same rate as building permits; in Groton Long Point the Association’s building official issues the residential trade permits.

How to apply for a Groton building permit

2. Clear zoning, wetlands and coastal review

Get zoning compliance and any wetlands, coastal or historic district approval, and on septic Ledge Light’s B100a review.

3. Register in CSS

4. Apply and upload

Use the Apply tab or start from the parcel on the Map tab, choose the permit type and upload the plans.

5. Pay the invoice

Pay online by card or ACH (with the convenience fee) or in person with the invoice number.

6. Request inspections

Use the My Work tab to request inspections and track results through to the certificate of occupancy.

Review, corrections and what causes delay

Filing with the wrong office costs time: a City or Groton Long Point parcel is permitted by its own building official, not in the Town’s CSS. On commercial work, plan sets missing the code analysis, seals or the fire marshal’s copy slow the review, which is why the division offers staged reviews before submission. A blighted property with a complete building permit application pending is exempt from the Town’s blight ordinance for 90 days, which gives owners a window to start repairs.

Inspections in Groton

Inspections are requested in CSS from the My Work tab, where the inspection history for each permit is kept. The building officials inspect each project at the different stages of construction, building, electrical, plumbing and mechanical alike, and issue the certificate of occupancy when the work passes. Inspection Services also carries out housing code inspections of rental property on request through the zoning official.

Under section 5-2 of the Town Code, the building official can order an unfit structure repaired or removed, presumed unreasonable to repair when the cost of repairs exceeds 50 percent of its replacement value or it has stood vacant six months after placarding; the owner may choose to repair it within up to six months or ask the Building Code Board of Appeals for a hearing.

Groton permit search and official resources

The CSS Search tab finds permits, plans, inspections and licenses by number without logging in, but only for records entered since the system started in July 2023; for older records, ask Inspection Services or file a public information request, which CSS also accepts. The Town, the City of Groton, Groton Long Point and the Noank Fire District each take part in the National Flood Insurance Program, all on flood maps dated August 5, 2013, and the Town Council serves as the Town’s flood and erosion control board.
