Fairfield County is a map label, not a permit office. Connecticut dissolved county government in 1960, so a building permit here comes from the building department of the town where the parcel is. The four largest towns by the Census Bureau’s 2025 estimates are Bridgeport (152273), Stamford (139535), Norwalk (94508) and Danbury (89033), and each runs its permits differently.

This guide lists the towns in Fairfield County and the building offices and local rules of its four largest towns.

What requires a building permit in Fairfield County?

Fairfield County has no county building rules. Whether a job needs a permit is set by the State Building Code, the same in every Connecticut town, and the town adds its own zoning, fees and filing rules, which differ from town to town as the examples below show.

Connecticut has one State Building Code: the code itself sets which work needs a permit and which is exempt, every town’s building official is licensed by the State Building Inspector, and there is no county government. Connecticut rules

Local rules in the largest Fairfield County towns

Bridgeport

Building permits are applied for on the Park City Portal, and every building permit also needs a separate Zoning Plan application; documents are uploaded as PDFs. Under City Ordinance 15.08.020 no permit is issued while property taxes or WPCA sewer user fees on the property are delinquent.

Stamford

Plan reviews and walk-ins are by appointment only. Inspection requests are made in ViewPoint Cloud on the permit record.

Norwalk

Building permits are by appointment only; start with the Planning & Zoning application, then see the Building Department. Trade permit applications are taken 8:30 am to 10:30 am, Monday through Friday, and inspectors are out on inspections from 10:30AM to 3:30PM. Exterior equipment such as rooftop units, above-ground LP tanks, exterior oil tanks and AC condensers needs a Zoning Permit approval with the trade permit.

Danbury

Applications go through the Permit Center’s online portal, and written correspondence with staff goes through the permitting software, not staff email. The Department of Permit Coordination coordinates the Building, Zoning, Engineering, Fire Marshal, Health and Public Utilities reviews on each application. City Hall is open Monday - Wednesday 7:30AM to 6:00PM and Thursday 7:30AM to 6:30PM, and closed Friday - Sunday.
