The East Hampton Building Department at Town Hall, 1 Community Drive, reviews plans, issues building and trade permits and inspects the work, and applications and fees go through the town’s PermitLink system. Building, mechanical, plumbing and electrical permits cost $37 for the first $1,000 of project value and $12.50 for each further $1,000, with the state education fee included, a rate the Town Council kept for the year from July 1, 2026.

What requires a building permit in East Hampton?

East Hampton prices building, mechanical, plumbing and electrical permits on one value-based scale, plus a separate demolition permit, so any job that builds, alters or removes a structure or touches the wiring, piping or heating needs one of them. The department’s handouts cover the jobs that raise the most questions: finished basements, solar arrays, irrigation systems and work that was done without a permit. The zoning fee list shows the projects that also need a zoning permit: new houses, additions, and accessory structures such as sheds, decks, barns, gazebos, pools and patios.

Permit needed

  • New homes, additions and garages
  • Finished basements and basement alterations
  • Decks, pools and sheds needing a building permit (zoning approval too)
  • Roof- and ground-mounted solar, with building and electrical permits
  • Electrical, plumbing and mechanical work
  • Lawn irrigation, done by a licensed plumbing contractor
  • Demolition

State code exemptions

  • One-story detached sheds and similar buildings up to 200 sq ft (a zoning permit is still required)
  • Fences not over 7 feet; pool barriers still need a permit
  • Walks and patios on grade, not more than 30 inches above adjacent grade and not over any basement or story below (zoning lists patios as accessory structures)

What the town decides and what the state holds

East Hampton’s Town Code adopts the State Building Code, and the Building Official applies it; the codes in force since October 1, 2022 are the 2021 international codes with the 2020 National Electrical Code. The town decides how permits are filed and what they cost: the Town Council sets the schedule of fees and charges each year, last approved on May 26, 2026 for the year starting July 1, 2026. Zoning, the Lake Pocotopaug protection rules and the floodplain overlay are the Planning and Zoning Commission’s, set in regulations last amended July 2, 2026. The Middle Haddam Historic District Commission must issue a certificate of appropriateness before any exterior building or demolition permit in that district, and septic approvals come from the regional Chatham Health District.

East Hampton building department: who handles permitting

James J. Prue is East Hampton’s Building Official. The Building Department shares Town Hall with Planning and Zoning, and both use PermitLink, so building, zoning and wetlands applications and approved permits move through the same online account. The Fire Marshal reviews plans and inspects buildings regulated by the Connecticut Fire Safety Code.

The department warns of scam emails and letters that impersonate the Building, Planning and Zoning Department and demand extra fees by wire transfer. The town never asks for payment by wire; genuine messages come through PermitLink, and suspicious ones should be reported to 860-267-9601.

East Hampton permit types and application documents

PermitLink lists separate application types for Building Services, Zoning and Wetlands, Public Works and the Board of Health, and the department’s fee sheet covers building, mechanical, plumbing, electrical and demolition permits. Fees are due with the application, valuations are checked against R.S. Means cost data, and an approved permit is emailed to the applicant.

Residential permits

Finished basement: a scaled floor plan on paper at least 11 by 17 inches, showing the existing and proposed layout, stairs, windows and doors and the use of every space; the location of fuel-burning equipment with combustion air details; the electrical panel with its clearances; egress for any sleeping room; ceiling heights, stair dimensions, wall framing, insulation R-value and fire blocking. Smoke and carbon monoxide detectors will be required throughout the house. Solar: building and electrical applications, plus a zoning application for a ground-mounted array; the Energize CT supplement, the owner’s authorization, home improvement and electrical (ELC or PV-1) licenses, an insurance certificate, an engineer’s sealed letter on wind and roof loads, array layout, roof details, one-line diagram, product sheets and Eversource’s customer request number. Irrigation: lawn sprinkler work is plumbing and piping work under state law and needs a licensed installer.

Commercial permits

Commercial work is filed on the same building application and fee scale, and the Fire Marshal reviews plans for occupancies under the Fire Safety Code. The town’s schedule lists Fire Marshal plan review fees by building size (from $65 under 2,000 sq ft to $850 over 50,000 sq ft) and fees for fire alarms, sprinklers, hood systems and propane, but marks them as waived pending an ordinance review. New businesses that need a site plan or special permit go to the Planning and Zoning Commission, whose calendar shows meetings on the first Wednesday of each month.

What comes before the building permit

  • Zoning: a zoning permit from the Planning and Zoning Official for a new house ($150), an addition ($50) or an accessory structure ($50).
  • Lake Pocotopaug Protection Zone: a 25-foot building setback from the lake and its named brooks, a planted buffer on waterfront lots, roof-runoff infiltration for new homes within 200 feet of the lake, and lake commission referral for land disturbance over 2,500 sq ft.
  • Inland wetlands: work in a wetland or its upland review area needs the Inland Wetlands Watercourses Agency or its authorized agent.
  • Septic: the Chatham Health District inspects and approves septic systems and takes septic permit applications online; sewered lots connect through the Water Pollution Control Authority.
  • Middle Haddam: a certificate of appropriateness from the Historic District Commission, which has 65 days to decide.

East Hampton permit costs and fees

The Town Council reviews the schedule of fees and charges every year. The schedule posted on the Building page took effect on July 1, 2025, and on May 26, 2026 the Council voted 6–1 to approve the updates for the year from July 1, 2026. The building rates did not change; the increases add the town’s $12 per-permit cost for the online system to the driveway permit and to zoning items that cost $25, which rise to $37. The building rate includes the state education fee.

The department’s fee table works the arithmetic for each $1,000 up to $45,000: a $30,000 project, for example, pays $37 plus 29 × $12.50, or $399.50, with nothing added for the state. Payment is due when you apply. A refund must be requested by whoever paid: within 30 days of the application it is the full fee less a $30 processing fee, from 31 to 90 days 50% less the $30 fee, and after 90 days nothing; no refund is given once work has begun or the permit has expired or been revoked.

Trade permits and who may pull them in East Hampton

Electrical, plumbing and mechanical permits are separate applications priced on the same $37 and $12.50 scale as the building permit, each on the value of that trade’s work. Trade contractors are licensed by the state Department of Consumer Protection, which also registers home improvement contractors; the department asks for the licenses that match the job, such as the home improvement, ELC and PV-1 licenses on a solar application, and its irrigation fact sheet from the state notes that a lawn sprinkler installer needs a plumbing and piping license such as a J-3 limited contractor license.

The state fact sheet the town posts with its handouts reminds owners that a homeowner is ultimately responsible for making sure the permits are obtained, even when a contractor does the work. The town also posts the state’s workers’ compensation forms beside its applications, and its solar checklist asks for an insurance certificate showing liability and workers’ compensation cover.

Review, corrections and what causes delay

State law gives the building official 30 days from the date of application to issue or refuse a permit. East Hampton says applications must be received through PermitLink; state law also lets an applicant file in person, by mail or by email in the manner the building official sets, so call the office if you cannot use the portal. After review the department either issues the permit by email or contacts the applicant for the missing information, so a complete package matters most. The approvals that take longest are outside the department: lake consultant review for large disturbances near Lake Pocotopaug, wetlands decisions, and a Middle Haddam certificate of appropriateness.

For work already done without a permit, the town wants a full application with fees, scaled plans and photographs, plus trade applications for any new electrical, plumbing or HVAC work. Footings may have to be dug out and concealed work exposed, anything that cannot be made to comply must be removed, and the department says the process can take 4 to 6 weeks.

East Hampton inspections and closeout

Inspections are arranged with the Building Department at 860-267-9601. The town’s solar checklist asks for a call at least 72 hours before each required inspection and for a technician to be on site, and the same office handles inspections for every other permit. The unpermitted-work procedure shows why the order matters: framing, insulation, wiring and plumbing that are covered before inspection must be exposed, and work that cannot be inspected will not be approved.

When the final inspection passes, the department issues a certificate of approval, emailed to both the contractor and the homeowner. For a finished basement, the department expects smoke and carbon monoxide detectors throughout the house to meet the state code for existing buildings before the final.

Connecticut building code

East Hampton applies the 2022 Connecticut State Building Code to applications filed from October 1, 2022: the 2021 International Building, Residential, Existing Building, Plumbing, Mechanical, Energy Conservation and Swimming Pool and Spa codes, the 2020 National Electrical Code and ICC A117.1-2017, with the 2022 Fire Safety Code alongside. The 2026 edition is delayed; once it takes effect, the filing date will decide which edition applies.

Connecticut has one State Building Code: the code itself sets which work needs a permit and which is exempt, every town’s building official is licensed by the State Building Inspector, and there is no county government. Connecticut rules

Lake Pocotopaug and flood rules

Section 3.1 of the zoning regulations protects Lake Pocotopaug’s water quality. Land disturbance of 750 to 5,000 sq ft for a house or its accessory structures needs the Planning and Zoning Official’s approval, with a site plan showing impervious areas, buffers, stormwater systems and how runoff is kept from wetlands and the street; for a single-family or duplex lot, disturbance over 5,000 sq ft is also reviewed by a third-party lake consultant. Underground oil, gas and diesel tanks are prohibited in the zone. Section 3.5, the floodplain overlay, makes the Planning and Zoning Official the local flood administrator and requires a new or substantially improved home to have its lowest floor, basement included, 1 foot above the base flood elevation, with its utilities also 1 foot above it.

For older files and plans, ask the Building Department at Town Hall (860-267-9601). East Hampton takes part in the National Flood Insurance Program; its current FEMA flood maps took effect on February 6, 2013, and the Planning and Zoning Official answers floodplain questions under the zoning regulations’ floodplain overlay.
