Building permits in Wheat Ridge are issued by the City’s Building Division at 7500 W. 29th Avenue, and all applications, payments and inspection requests run through the OpenGov permit portal. Under the 2026 fee table a $300,000 project pays a $2,422.05 permit fee, a 65% plan review fee and use tax of 3.5% on 60% of the valuation. City review takes up to 4 weeks for residential plans and 4 to 6 weeks for commercial plans.
What needs a permit in Wheat Ridge?
The City requires a building permit for new construction, additions and alterations. Its permit page gives examples, and Chapter 5 of the City code, re-enacted in October 2025, lists the exemptions.
Permit required
- New buildings, accessory dwelling units and room additions
- Interior remodels, basement finishes and tenant finishes
- Roofing of 100 sq ft or more, siding and window changes
- Decks, porch covers and carports
- Storage sheds over 120 sq ft of floor area
- Hot tubs, and pools more than 24 in. deep
- Furnace, boiler and water heater replacements; air conditioners and swamp coolers
- Electrical service changes and exterior irrigation systems
- Demolition and asbestos abatement
- Signs, and awnings projecting more than 54 in.
Exempt under City code Sec. 5-25
- One-story detached sheds and playhouses up to 120 sq ft
- Fences not over 6 ft high
- Retaining walls up to 3 ft, measured from the top of the footing, with no surcharge
- Sidewalks and driveways not more than 30 in. above grade
- Painting, carpeting, cabinets and countertops
- Prefabricated above-ground pools under 24 in. deep and 5,000 gallons
- Swings and playground equipment at a house or duplex
The City’s permit page still describes the retaining wall threshold as over 4 ft; the adopted code figure is 3 ft. Exempt work must still meet zoning rules, and trash enclosures, painted and wall signs and some permanent outdoor recreational equipment need a zoning permit, also filed in OpenGov.
Who issues building permits in Wheat Ridge?

OpenGov filing and contractor licences
Since January 2025 every building permit, zoning permit and contractor licence has been filed in OpenGov, which also carries plan review comments, payments and inspection results. Permits issued in 2024 or earlier that are still open are handled through the permit desk.
Anyone working for pay on private property needs a City contractor licence, applied for or renewed in the portal:
- Class 1, Unlimited General: $170. Class 2, Limited General (Type III, IV or V buildings up to 3 stories): $150. Class 3, Residential General: $125.
- Class 4, Plumbing and Class 5, Mechanical: $100 each. Plumbers supply their state master and contractor licences.
- Class 6, Electrical: registration only, with no fee, on proof of the state master electrician and electrical contractor licences.
- Class 7, Tested Specialty (roofing, gas piping, fire suppression, low voltage) and Class 8, Untested Specialty (signs, fencing): $100 each.
General and tested licences are granted on a passing ICC contractor exam or an active licence from Aurora, the City of Boulder, Colorado Springs, Denver, Fort Collins, Pikes Peak or Park County; supervisor licences are not accepted. The insurance certificate must name the City and show $600,000 general aggregate, $300,000 per occurrence and $500,000 workers’ compensation and employer’s liability.
A homeowner who lives in the house, and will stay for 1 year after the work, can take out a permit as a homeowner contractor without a licence. Helpers may not be paid; paid work needs a licensed contractor.
Wheat Ridge permit fees and use tax
The fee tables below are the ones the City publishes under its 2026 adopted budget. The permit fee is based on valuation, counting materials and labor. The Chief Building Official compares the applicant’s figure with a minimum worked out from the International Code Council’s February building valuation data and uses the higher of the two.

| Over $1,000,000 | $6,462.05 plus $4.10 per additional $1,000 or fraction above $1,000,000 |
The City’s own sample is a $300,000 project: the permit fee is $1,132.05 plus 200 × $6.45, or $2,422.05; plan review at 65% is $1,574.33; and use tax is $300,000 × 60% × 3.5%, or $6,300. That is $10,296.38 in all.

| Temporary Certificate of Occupancy | $350 each |
Rather talk it over?
Call 1-855-478-4290 →Flat fees exclude use tax. For small jobs the City sets a minimum valuation as a share of the building valuation data, for example 30% for a kitchen remodel, 25% for a bathroom remodel, 5% for re-roofing and 2% for replacement windows. A new dwelling unit also owes a parkland fee, which does not apply to rebuilds, additions or accessory dwelling units. Payment is by card or e-check in OpenGov; the permit desk arranges cash or check.
Electrical, plumbing and mechanical permits in Wheat Ridge
Wheat Ridge issues and inspects its own trade permits, so electrical permits come from the City, not the State. The City follows the state electrical code, and the 2026 National Electrical Code has applied to all electrical permitting and inspection in the city since August 1, 2026.
Plumbing and mechanical work is permitted under the 2024 International Plumbing, Mechanical and Fuel Gas Codes with local amendments, by contractors holding the City’s Class 4 or Class 5 licence. Like-for-like equipment replacements carry the flat fees in the table above, and an incidental electrical connection for the equipment adds $30.
Solar: licensed contractors can use SolarAPP+ for standard residential rooftop solar and battery systems and receive the permit as soon as the automated application is complete. Systems outside its eligibility list follow the City’s solar submittal checklist in OpenGov.
Fire and utilities: West Metro Fire and Arvada Fire each take plan submittals through their own online portals. Certain permit applications must include proof that the project has been submitted to the fire, water or sanitation district that serves the address, such as the district’s confirmation email.
Fire sprinklers become mandatory in new townhomes on January 1, 2027. Single-unit detached homes and duplexes stay exempt.
Plan review in Wheat Ridge
Permits that need review are checked against building, zoning and engineering requirements. The plan review fee has to be paid before an application is accepted for review.
Review times
- Residential: up to 4 weeks
- Commercial: 4 to 6 weeks
- Overall range by permit type: 2 to 6 weeks
- No expedited review; plans are taken in the order received
What comes back
- A comment letter, redlined plan sheets or both
- Comments delivered inside OpenGov
- Often more than one round of review and revision
- Additional review of plans is billed at $60 per hour, 2 hour minimum

Proof of submission to the fire, water or sanitation district appears as a required attachment on the permit types that need it. How to apply: 6 steps in Wheat Ridge
Ask the Planner of the Day about setbacks and whether the project needs a zoning permit as well as, or in place of, a building permit.
The contractor applies for or renews a City licence in OpenGov, or the owner attests to residency as a homeowner contractor.
Send fire, water and sanitation submittals to the districts and keep the confirmations.
Enter the valuation, upload plans and district confirmations, and pay the 65% plan review fee.
Revise against the comment letter or redlines until the plans are approvable.
Pay the permit fee and use tax at issuance, then request inspections in OpenGov before 4 p.m. for the next day.
Wheat Ridge inspections
All inspections are requested in OpenGov. A building inspection for the next day must be requested before 4 p.m. Morning inspections typically fall between 8 a.m. and noon and afternoon ones between noon and 3 p.m., and on the morning of the inspection the portal shows a 2-hour window.
- Same-day inspections: call 303-235-2855, option 1, by 11 a.m.; they depend on inspector availability and cost $170.
- Cancelling: use the portal before the inspection day. On the day, phone the permit desk by 8 a.m.; later cancellations are charged the re-inspection fee, which is $85 per hour with a 1-hour minimum in the fee table adopted with the 2026 budget (the inspections page still shows the older $60).
- Zoning and engineering inspections: not available next day; request them up to a week ahead.
- Right-of-way inspections: coordinated by Public Works, 303-205-7615.
Re-roofs: for residential re-roof permits applied for since January 1, 2026, mid-roof and final inspections are virtual. The permit holder uploads the required photos in OpenGov by the scheduled time, or hires an approved third-party inspector for an in-person inspection. City inspectors no longer climb residential roofs.
A permit is valid for 180 days. Each approved inspection that shows substantial progress extends it automatically by 180 days from the inspection date, and a requested extension can cost up to half the original permit fee.

2024 codes: City Council approved the 2024 International Codes with local amendments on October 27, 2025, and every application since January 1, 2026 must follow them. The same ordinance reorganized Chapter 5 of the City code so that all permit, enforcement and appeal rules sit in one article.
Design values: the City’s 2024 quick codes give a 36 in. frost depth, a 35 psf snow load, a 135 mph ultimate wind speed and exposure C.
Roofing rules: ice and water shield 2 ft in from the exterior wall at the eaves, 6 nails per shingle, no more than 2 layers, and a full tear-off of all layers if any tear-off is done.
Construction hours: 7 a.m. to 7 p.m., unless the Community Development Director grants a temporary waiver requested at least 14 days ahead.
Streetscape and engineering: an engineering review fee may apply, and streetscape improvements or a fee in lieu can be required for new development or an expansion of 60% or more in building size.
Permit records: the City has kept permit records since it incorporated in 1969: microfiche to the 1990s, Laserfiche online for the 1990s to 2020s, the former ADG portal for 2000 to 2024 and OpenGov from 2025.
Colorado building code
Colorado has no statewide building code for private buildings: each city and county decides whether a code applies and which edition, while the state sets electrical and plumbing rules, a minimum energy code on any update, and a wildfire code for the mapped wildland-urban interface.
