In Timnath, building permits are processed by the Town’s Building Services division at the Timnath Town Center, 4750 Signal Tree Drive, and SAFEbuilt carries out the plan reviews and inspections. Contractors apply through CommunityCore; a homeowner without portal access can email the application. A complete application typically takes 15 business days, and a 3% use tax on half the construction cost is due before the permit is issued.

How to file: CommunityCore, email and contractor licences
Contractors submit online through CommunityCore. Access comes with the contractor licence: a first-time applicant applies for the licence online, then receives a CommunityCore email to create a login, and existing licence holders renew inside CommunityCore. A licence is valid for 1 year.
Homeowners who have no CommunityCore access may email their documents to buildings@timnathgov.com. The owner of a detached single-family home can do the work on their own residence without a contractor licence, provided they start no more than 1 such dwelling in any 24 months and show the Building Official they know how to do the work.
One Building Permit Application covers every project type, from a new detached home to a water heater. It asks for the general, electrical, plumbing and heating contractors, the distance to each property line, the estimated valuation in materials and labor, and the square footage by floor, basement, porch, deck and garage.
The permit and inspection card are issued electronically. Contractors find them in Community Connect under Documents, then System Generated, and homeowners receive them by email.
Timnath permit fees, use tax and impact fees
Building permit fees are based on construction valuation, and the Town has adopted the International Code Council’s 2026 Building Valuation Data to set those valuations. Building Services supplies the fee tables on request at buildings@timnathgov.com or 970-224-3211. The charges below are the ones written into Appendix 4-A of the Timnath Municipal Code, last amended in March 2024.
| Item | Fee |
|---|---|
| Use tax on construction materials | 3% of 50% of the cost of construction, paid before the permit is issued |

| Lawn sprinkler system | $85 |
| Fence over 6 ft | $85 |
| Siding or window replacement, same-size windows | $100 |
| Demolition | $85 |
| Roof re-shingle | Based on total project valuation, labor and materials |
| Re-inspection | $100 |
| Inspection outside 8 a.m. to 5 p.m. weekdays | $140 per hour |
| Re-review of previously approved plans | $140 per hour |
| Sign permit | $25, plus building permit fees if any |
| Floodplain Development Permit | $500 |

| Police | $289 |
| Parks, open space and trails | $5,816 |
| Public buildings | $2,978 |
| Transportation | $3,658 |
| Cash in lieu for school sites, single-family | $1,800 |
The four impact fees add up to $12,741 for a new home. Non-residential buildings pay $116, $1,197 and $4,499 per 1,000 sq ft for police, public buildings and transportation, and no parks fee.
The Town takes no payments by phone. Contractors pay in CommunityCore or through Colorado Payport; homeowners use Payport or drop a check at the Town Center. Paying online adds 3% by credit card or $1 by electronic check. The use tax receipt should be shown when buying materials so that sales tax is not charged again.
Electrical, plumbing and mechanical work in Timnath
Timnath issues its own electrical permits. Its electrical article (Municipal Code Section 18-3-10) adopts the current National Electrical Code adopted by the State of Colorado, so the 2026 NEC has applied since the State’s change on August 1, 2026; Ordinance 19 of 2025, which brought in the 2024 International Codes, left that article alone. The municipal code sets the Town’s electrical fees at 1.15 times the state fee schedule.
| Item | Fee |
|---|---|
| Home with up to 1,000 sq ft of living area | $135 |
| Home of 1,001 to 1,500 sq ft | $202 |
| Home of 1,501 to 2,000 sq ft | $270 |
| Home over 2,000 sq ft | $270 plus $13.50 per additional 100 sq ft, rounded up |
| Other work valued up to $2,000 | $135 |
| Other work over $2,000 | $135 plus $13.50 per $1,000 of job value, rounded up |
| Manufactured home set, per unit | $135 |
| Temporary heat release | $67.50 |
| Electrical re-inspection or extra inspection | $50 |
Rather talk it over?
Call 1-855-478-4290 →The code works an example: a $5,150 installation is rounded up to $6,000, so the fee is $135 plus 6 × $13.50, or $216. Square-footage pricing is for wiring a home, duplex unit, condominium or townhome; a service change, a temporary meter, a garage or shop, solar and all commercial work use the valuation rows. Electrical fees are reviewed each year, and starting an installation before the permit is filed doubles the inspection fee.
The single permit application has lines for the plumbing and heating contractors, and the Town has adopted the 2024 International Plumbing, Mechanical and Fuel Gas Codes. A fireplace or fire pit permit needs the Town’s gas pipe sizing form.
Poudre Fire Authority administers and enforces the Town’s fire code, now the 2024 International Fire Code with local amendments.
Timnath submittal checklist and review time
New home (electronic only)
- Completed application form
- Plot plan with address, north arrow, lot dimensions, projections such as decks and cantilevers, and the distance from the structure to each property line
- Architectural floor plans
- Structural plans stamped by a Colorado licensed engineer, including the foundation
- Electrical plans showing panels, receptacles and lighting
- Mechanical plans with equipment and duct sizes
- Manual J, D and S calculations
- Energy code compliance: a ResCheck, an energy rating company’s report or a full prescriptive submittal
Commercial or multi-family
- Completed application form, filed in CommunityCore
- A complete set of stamped construction drawings
- The full set of Planning Department site plans on record with the Town
- The Town’s commercial submittal checklist items
A plot plan is required when you add to an existing structure, place a new one of 120 sq ft or more such as a shed or detached garage, or replace a structure, even in the same position. For a house the plot plan carries a licensed surveyor’s stamp and shows grades, drainage arrows, driveway width and impervious areas.
The Town says a permit typically takes 15 business days when all the documentation is correct. SAFEbuilt contacts the applicant if it needs more for the plan review, and any later revision has to go back to SAFEbuilt Colorado Plan Review for approval.

Timnath inspections and Certificate of Occupancy
Inspections are called in to SAFEbuilt on 970-674-1036 or 1-866-671-1036 before 4 p.m. on the working day before the inspection. A request made after 4 p.m. on a Friday is scheduled for Tuesday. Inspectors are in the office until 8:30 a.m. on weekdays. Every inspection marked on the permit card must be signed by a SAFEbuilt inspector before the next phase starts, and every permit has to be finaled.
The Town’s residential Certificate of Occupancy checklist requires:
- Footing, foundation reinforcing and perimeter drain engineering letters, the setback certification and the water and sewer installation report sent to SAFEbuilt before any rough inspection.
- Final approval from the water and sewer districts, which notify the Town directly.
- The final energy certification, by the time of the final inspection.
- A site grading certification, with the grading certificate and improvement location certificate, approved by the Town Engineer before landscaping.
- Front-yard landscaping installed within 1 year of the Certificate of Occupancy.
A permit is void if work does not start within 180 days or stops for 180 days, and the final inspection must take place within 2 years of the issue date or a new permit is needed. The application states that fees on voided permits are not refunded.
