Building permits inside Johnstown come from the Town’s Building Department at 201 Centennial Drive (permit desk 970-578-9608; Town Hall 970-587-4664), and applications are made online in eTRAKiT. Plan review and most inspections are done for the Town by SAFEbuilt, which also supplies the Chief Building Official. Fees come from the Town’s 2026 Fee Schedule, adopted January 5, 2026, and a 3.5% use tax on construction materials is collected with the permit. Small residential permits are turned around in up to 7 or 14 business days.
What requires a building permit in Johnstown?
The Building Department publishes two lists, one of work that needs a permit and one of work that does not.
Permit required
- Any new structure or addition
- Finishing or converting a basement or garage space
- Adding or removing walls or doors
- A deck, covered or enclosed porch, pergola or stairs
- Replacing windows, window frames or door frames
- Roofing or siding over 100 sq ft
- A new or replacement water heater, furnace or air conditioner
- A new or replacement in-ground pool, hot tub or fireplace
- Solar panels
- Plumbing work and electrical work
- Retaining walls over 4 ft from the bottom of the footing
- Commercial signs, commercial fences, tenant finishes and changes of use
- Demolition of all or part of a structure
Permit not required
- A freestanding shed of 120 sq ft or smaller
- Residential fencing, landscaping and sprinkler systems
- A new concrete patio, driveway or walk, kept at least 3 ft from property lines for drainage
- Painting, carpet and flooring
- Cabinets, shelves and countertops
- Gutters and storm windows
- A light fixture, bathroom fan or ceiling fan swapped with no wiring changes
- A faucet, disposal, tub, sink or toilet replaced in the same spot with no pipe changes
- An interior door replaced without its frame
The Town’s separate Roofing page defines a roofing permit as replacing more than 200 sq ft of a residential roof covering, so a job between 100 and 200 sq ft is worth an email to the permit technician first. Sheds and patios still have to respect setbacks and easements, typically 5 ft from side and rear lot lines.
Who handles Johnstown building permits?
The Johnstown Building Department administers the Town’s adopted codes. Its Building Permit Technician processes applications and payments and sends out invoices, permit documents and certificates through eTRAKiT. The Town contracts SAFEbuilt for plan reviews and permit inspections and to act as Chief Building Official; that role is held by Jonathan Gesick of SAFEbuilt.

Town permits apply inside the town limits. Johnstown reaches into both Weld and Larimer counties, and addresses on the Larimer side pay Larimer County use tax with the permit; land outside the limits is permitted by the county it lies in.
Johnstown permit types and eTRAKiT filing
eTRAKiT handles permit applications, contractor licences, invoices, inspection scheduling and inspection results. A resident doing the work personally enters their own details in the contractor section. Permits for new commercial construction cannot be started online and go through the permit technician. Contractors are limited to 5 application submittals a day.
The Town groups its fees and requirements by permit class:
- Residential New and Commercial New: a building from the ground up.
- New Apartment: a new multi-family building.
- Residential or Commercial Alterations/Additions.
- Residential “Review Not Required”: air conditioning, like-for-like window or door replacement, furnace, roofing, siding, water heater, and water or sewer line upgrades. These pay only the permit fee and use tax.
Contractor licence. Every contractor doing permit-required work in town needs a Johnstown licence, which is also what lets them apply in eTRAKiT. It costs $100 and lasts 365 days. Apply under “Apply for NEW Contractor License/AEC” with a Certificate of Good Standing from the Colorado Secretary of State and an insurance certificate naming the Town of Johnstown, 450 S Parish Ave, as holder. Payment is by credit card and review can take up to 7 days.
All new construction other than a single-family home on a platted lot must finish its approvals and agreements with the Planning and Development Department before a building permit application is submitted.

Rather talk it over?
Call 1-855-478-4290 →The schedule lists both a 30% residential plan review rate and flat residential review fees by project type, so the invoice in eTRAKiT is what settles which applies to your job. Get the permit issued before buying materials: the 3.5% use tax is collected with the permit, and the permit receipt shows suppliers that only State sales tax is due. New homes and new commercial buildings also pay water and sewer tap fees, raw water development, a regional park fee and police, public facilities and transportation impact fees, with library and parks impact fees added for homes. Fire and school district fees are paid directly to those districts before the Certificate of Occupancy.
Electrical, plumbing, mechanical and gas in Johnstown
Johnstown issues its own electrical permits. Municipal Code Sec. 18-81, as amended by Ordinance 2025-280 on December 1, 2025, makes the 2023 National Electrical Code the Town’s edition and says a later edition adopted by the State Electrical Board replaces it one year after the State adopts it. The Board adopted the 2026 edition on May 27, 2026, so the 2023 edition remains the Town’s until that year has run; where the Town’s code and the State’s differ, Sec. 18-82 applies the more restrictive, and the Town’s Building Codes page adds that the most current version of the code shall be enforced. The other trades use the 2024 International Plumbing, Mechanical and Fuel Gas Codes. Plumbing work and electrical work are both on the permit-required list, and trade inspections (electrical rough and final, plumbing underground, rough and final, mechanical rough, gas test and final) are scheduled like any other SAFEbuilt inspection.
- Water heaters and boilers: the application names a plumbing contractor licensed with the Town, or includes proof of ownership if a homeowner is installing it at their own residence, and gives the gallon or BTU size. One plumbing final inspection is required.
- Gas piping: the owner supplies the gauge and holds the line at 10 psi; the reading must not move. Inspection comes before the piping is covered or an appliance is attached.
- Drain, waste and vent piping: tested with a 10 ft head of water or 5 psi of air, held for 15 minutes before the inspector arrives.
- Solar: electrical rough, permanent meter and electrical final inspections, with a structural engineer’s letter for roof-mounted panels.
The Town itself, not SAFEbuilt, inspects water and sewer services, backflow preventers and grease interceptors.
Application documents and review times
All documents are submitted electronically as PDFs. Every residential permit needs the owner’s name and phone number, the owner’s address if different from the job address, and the unit or lot number where there is one. Project pages add the following.

- Addition, basement finish or deck: a drawing of the proposed work
- Residential solar: full specifications of the photovoltaic system, a site plan showing where it goes, the signed contract with the solar contractor and, for a roof mount, a structural engineer’s letter
Up to 7 business days
- Roofing: the roof covering material (Class 4 impact shingles are required), the underlayment (ice and water shield barrier is required) and the number of squares
- Water heater: the plumbing contractor or proof of ownership, and the unit size
The applicant is emailed when the fees are ready to pay. For new buildings, every foundation must be engineered by a Colorado licensed engineer from a soils analysis of the specific site; detached accessory buildings may use a foundation approved by the building official. A parcel touched by the FEMA 100-year floodplain must include a Floodplain Development Permit application with the building permit packet, even if the building footprint is outside the floodplain, and the building permit waits for the Floodplain Administrator’s approval.
How to apply: 6 steps for Johnstown
See whether the job is on the Town’s permit-required list, and ask Planning about setbacks and easements.
Anything other than a single-family home on a platted lot needs its Planning and Development approvals and agreements completed first.
Pay the $100 licence fee and upload the good standing and insurance certificates; owners doing their own work list themselves as contractor.
Upload the PDFs the project page asks for; new commercial construction is started with the permit technician.
The invoice carries the permit fee, plan review fee and 3.5% use tax; keep the receipt for your suppliers.
Pick each inspection under the permit’s Inspections tab by 4:00 p.m. on the business day before.
Johnstown inspections and closeout
Since March 1, 2026, every SAFEbuilt inspection for Johnstown has to be requested in eTRAKiT: log in, open the permit from the dashboard, go to the Inspections tab and click Schedule. Some of the Town’s older project pages still give a SAFEbuilt phone number for inspection requests; the Inspections page is the current rule.
Want this handled start to finish?

- No inspections on weekends or holidays. If a date cannot be picked, it is full.
- The permit and approved documents must be printed and on site, with every inspection area accessible: snow cleared, a ladder at the crawlspace, the home unlocked and address numbers visible. Otherwise the inspection fails and a $50 re-inspection fee is charged.
- Results appear in eTRAKiT within 24 hours.
- Town inspections (water and sewer service, Public Works final, Planning final, demolition final, right-of-way final, backflow and grease interceptor) are requested on the Town Inspection Request Form by 4 p.m. the business day before; water and sewer inspections need 24 to 48 hours’ notice.
Before the first inspection. A soils engineer inspects the open excavation and gives the building inspector a soils report. Property pins must be found, and strings pulled between them if the structure is within 6 ft of a property line. No concrete is poured before footing or wall forms are approved. At the frame inspection the house is weather-tight, the roofing is on and the plumbing, heating and rough electrical are already approved. The final comes after finish grading and the electrical final, and a Certificate of Occupancy follows; none is issued for accessory structures such as garages.

Colorado building code
Colorado has no statewide building code for private buildings: each city and county decides whether a code applies and which edition, while the state sets electrical and plumbing rules, a minimum energy code on any update, and a wildfire code for the mapped wildland-urban interface.
