Every permit needs a waste management plan, and much of the city sits under a coastal overlay the city itself administers. From May 2025 a waste management plan is mandatory for all building permits. All applications, plans and related documents are submitted electronically through the city portal, including over-the-counter scopes such as reroofs and the electrical, plumbing and mechanical trades. On the coastal side the city has a certified local coastal programme, so coastal development permits are decided by the Planning Commission, the Harbor Commission in the pier area or the City Council, with the Coastal Commission retaining jurisdiction in defined areas and hearing appeals from the appealable zone.

The city moved its planning and building applications onto a single iWorQ Citizen Portal on March 31, 2025, and contractors, architects, engineers, designers and owners all submit through it. Multiple kiosks in the Building and Safety lobby let visitors sign in and be assisted in order of arrival. Full counter assistance runs from 8:00am to 1:00pm; after 1:00pm help is by appointment only and limited to general questions, with no application intake, plan submittal or permit issuance. Coastal zoning drives design as much as the building code does: height is capped tighter close to the shoreline than further inland, and water quality measures under the municipal code apply alongside the building submittal. Projects in the coastal zone add a coastal development permit decided locally under the certified local coastal programme, with the Harbor Commission taking jurisdiction in the harbour and pier area, and appeals available to the Coastal Commission from the appealable area.
Licenses, trade classifications and design professionals
Practically, three credential layers appear on California projects: a CSLB license in the correct classification for the contractor pulling the permit; the specialty C-classifications for the electrical, plumbing and mechanical trades; and, on commercial and larger residential work, drawings stamped by a California-licensed architect or engineer. Review, corrections and what actually causes delay
In California, the first cause of delay is uncertainty over jurisdiction — filing with the county when a city should have it, or missing a local amendment on top of Title 24.
