The City of Escondido Building Division issues building permits from City Hall, First Floor, 201 North Broadway, Escondido, CA 92025 (phone 760-839-4647, fax 760-432-6819). The building counter is open Monday through Friday 8 am to 5 pm, and the Division accepts plans only in electronic form.
This guide covers the City of Escondido. Fees are from the Fee Guide for Development Projects updated July 21st, 2026; the Prerequisites for Permit Issuance handout still links to an older fee guide, so use the current one. Septic tanks and wells are handled by the County Health Department, not the City.
Portal permits and counter permits in Escondido
These permits must be applied for through the City Portal: residential re-roof, residential water heater, residential HVAC, pre-approved and custom ADUs and JADUs, commercial and residential solar/PV, commercial signs, residential alterations and remodels, trade (MEP) permits and commercial tenant improvements. All other permits are brought to the front counter or emailed to buildingpermits@escondido.gov.
Contractors are licensed statewide by the Contractors State License Board (Classes A, B, B-2 and C) for work of $1,000 or more or any permitted work; a city may also require a business licence or tax registration. Contractor licensing in California

Use the City Portal for the permit types listed above; bring or email other applications.
Plan check fees are collected when plans are submitted, and the City does not review plans until they are paid.
About 30 calendar days for each review cycle once a complete set is received. A plan check is valid for 1 year after submission, with a 90-day extension on written approval; because of the code update effective January 1, 2026, no plan check extensions are given on applications submitted before that date.
Before a residential permit is issued, the City may require building fees, a Construction Waste Management Plan, school fees, an SDG&E work order or disconnect letter, and stormwater forms. No permit is issued without an SDG&E work order when the work includes new or upgraded utilities.
A permit is valid for 1 year after issuance and is extended 180 days after an inspection.

Flat residential permits: HVAC change-out $176; water heater change-out $132; re-roof $264 without plan review or $396 with plan review; service panel upgrade $176; EV charger $176.
Planning’s building plan review fee: $160 (MIN) for room additions, patio covers, decks, retaining walls, pools and spas; $1,880 (RES) for a single family dwelling or up to four residential units.
School fees apply to new residential work and to residential additions and accessory structures greater than 500 SF. The Building Department fills out a Certification of School Fee Compliance, which you take to the school district to pay and bring back with the receipt.

Building inspections are no longer scheduled by phone; everything goes through the City Portal. You need a portal account and the permit’s search code, which is on the inspection card or can be requested from BLDsearchcode@escondido.gov or at 760-839-4647 ext. 1. Only permits in ISSUED or REV_WIP status can be scheduled, with a maximum of 4 inspections per permit per day.
Requests made before 3 PM are added to the next business day; requests after 3 PM or on holidays go to the second business day. The inspection shows as confirmed in the portal after 9:00 AM on the day, in a morning window (9:00 AM to 12:30 PM) or an afternoon window (12:30 PM to 4:00 PM).
