How to apply in Barbour County: 5 steps

1. Find out which side of the line you are on

A site inside Eufaula starts at the City Building Department, and so does a question about land in its 3-mile police jurisdiction; elsewhere, phone the town hall or the Commission office.

2. Get the septic permit

Apply to the Health Department’s Eufaula office before building on land without sewer.

3. Arrange the driveway

On a county road, call the Road Department at 334-775-3420, buy the pipe it specifies and pay the Commission.

4. File in Eufaula

Hand in the Master Permit Application with plans, site plan and licences at 205 East Barbour Street.

5. Book the City inspections

Eufaula inspects from footing through to the final, including a landscape inspection.

Inspections in Barbour County

The county government lists no building inspector. Eufaula lists the inspections it requires on a permitted job: footing or foundation, slab, rough plumbing, rough electrical, rough mechanical, gas, framing, temporary and permanent electrical service, swimming pool bonding, landscape and final.

The County Road Department works Monday to Thursday, 6 am to 5 pm, and its representative assesses each driveway site before any fee is taken. The Commission can refuse a driveway that is impractical, too costly or unsafe because of the road’s geometry.

Local details for Barbour County projects

Eufaula office hours: the Building Department is open Monday to Thursday, 7:30 AM to 5:00 PM, and Friday from 8:00 AM to noon.

Historic Eufaula: the City’s Historic Preservation Commission reviews work under its design review manual and issues Certificates of Appropriateness.

Driveway extras: manholes, drop boxes or junction boxes needed for a county driveway must be approved by the County Engineer and supplied by the owner.

Mobile homes in Clio: under Clio Ordinance 2023-02, adopted May 1, 2023, only an installer certified by the Alabama Manufactured Housing Commission may set up a manufactured home in the city or its police jurisdiction, and every move needs at least one escort vehicle. Fines run from $100 to $500.

Flood zones outside the cities: FEMA’s Community Status Book lists Barbour County as a participant in the National Flood Insurance Program, with flood maps dated August 18, 2009. The county website names no floodplain office, so a question about building in a mapped flood zone starts at the Commission office.
