Marshall County lists no building department and has no say over its cities, so building permits come from Moundsville, Glen Dale, McMechen, Benwood and, for its small Marshall County section, Wheeling. Outside the towns, septic permits come from the Marshall County Health Department and flood-area questions go to the Office of Emergency Management; in Moundsville, work of $1,000 or less needs a permit but pays no fee.

What needs a permit in Marshall County?

The Marshall County Commission lists no building department among its agencies, and its own description of county powers says the county has no jurisdiction over Benwood, Cameron, Glen Dale, McMechen or Moundsville. Building permits are therefore a town matter, and the rules differ from town to town.

Unincorporated Marshall County

  • No county building permit
  • Floodplain questions for mapped flood areas go to the Office of Emergency Management, the county floodplain contact
  • Sewage system permit from the Marshall County Health Department where there is no public sewer

Inside the cities

  • Moundsville: a building permit for all work, plus separate electrical and plumbing permits
  • Glen Dale: a building permit for all but homeowner repairs up to $500
  • Benwood and McMechen: city building permits on a fee schedule
  • Cameron: no permit rules published online

Electrical, plumbing and HVAC permits

Moundsville requires an electrical permit for all electrical work, with any hired work done by a state-licensed electrician, and a plumbing permit for all plumbing work; its required inspections include electrical, plumbing and mechanical stages. In the other towns, trade work goes on the town building permit application, and Benwood’s form has boxes for electrical, plumbing and water and sewer taps. The county publishes no trade permit for unincorporated land.

  • Glen Dale: the intended use and a layout or plot plan with exact dimensions.

Moundsville also requires Business and Occupation tax on each job to be paid before any permit is issued.

1. Find the town

Check whether the site is in Moundsville, Glen Dale, McMechen, Benwood, Cameron or Wheeling, or in the unincorporated county.

For land outside the towns, look the site up on the WV Flood Tool and call the Office of Emergency Management about flood-area building.

3. License the contractors

Make sure each contractor holds the town license the town requires.

4. Apply ahead of time

In Moundsville, apply at least one week before work; elsewhere, file the town’s application with plans and cost.

5. Get septic approval

Outside sewer areas, apply to the Marshall County Health Department for a sewage system permit.

6. Schedule inspections

Call the town inspector when each stage is ready.
