Who issues building permits in Garden City?

The city code makes the head of Neighborhood & Development Services the building official. Its Building Inspections Division handles building permits and inspections, contractor licensing, dilapidated structures, the housing code and permit records, and it does the same work for Holcomb and unincorporated Finney County.

Owners may do their own work and hire general laborers, but anyone else they hire, from a handyman to a contractor, must hold a Garden City contractor licence. Using unlicensed help other than laborers is grounds for revoking the permit.

Applying in Citizenserve

All permits start in the Citizenserve portal, under the account the contractor’s licence is linked to:

  • Choose Apply for a permit under the service you need, then the application type and sub-type.
  • Describe the work and link it to an existing permit or file number if it belongs to one.
  • Find the address by typing only the number and street (for example “301 8”), then answer the remaining questions; fields marked with a red line are required.
  • Add subcontractors from the City’s licensed list by phone number with a name or company.
  • Submit, or save the application to the cart to finish later.

If something is missing, the permit is marked “items required” and the reviewers’ comments appear under the permit’s reviews. Once the permit is approved it can be paid online, and the permit card then appears in the permit’s documents. The paper forms ask applicants to mark whether the job is in Garden City, Holcomb or Finney County.

Permit costs and fees in Garden City

The city code sets building permit fees through a master fee schedule adopted by resolution. The 2026 schedule was adopted by the City Commission on November 18, 2025 (Resolution No. 3212-2025) and took effect on January 1, 2026; NDS publishes it with separate valuation tables for residential and for commercial and industrial permits:

Electrical, plumbing, gas and mechanical permits

Trade work is permitted by the same division. Plumbing, gas, electrical and mechanical jobs on existing buildings use the Repair, Replace, Remodel application, which covers residential and commercial work, and new buildings carry their trades on the main permit. The city enforces the 2017 National Electrical Code and the 2018 International Mechanical and Fuel Gas Codes.

Contractors need a Garden City licence ($250 new, $150 renewal), and electrical, plumbing and mechanical masters, journeymen and helpers each need a $25 trade card. Applicants supply a certificate of insurance naming the City with at least $500,000 of general liability cover, a Kansas letter of good standing and a passing score of 75% on an exam from ICC, Prometric or Pearson VUE; the exam is required for all trades, including commercial roofers, and building contractor exams must be on the 2015 codes or later. Applicants whose exam was passed more than a year before applying show six hours of continuing education a year (three on codes) or twelve every two years (six on codes), and roofing contractors must hold a Kansas roofing registration.

Garden City inspections

Book inspections through the Citizenserve portal or by phone at 620-276-1120, with at least 24 hours’ notice. The building inspector decides at application how many inspections the project needs and notes the number on the permit; any visit beyond that number is a re-inspection, and the fee schedule charges $50 an hour for a third-time inspection. After-hours inspections are $80.

Construction must start within 180 days of approval and may not stop for more than 180 days, or the permit becomes void. Permit and licensing records can be viewed in the NDS portal or requested from Building Inspections.

Local Garden City details

Zoning approvals: the Planning and Zoning division administers zoning and subdivision rules for Garden City, Finney County and Holcomb, and the City serves as secretary for the regional Holcomb–Garden City–Finney County Planning Commission. The Garden City zoning regulations were last updated in June 2026.

Growth area outside the city: under the 2024 interlocal agreement with Finney County, Garden City also handles planning, zoning, site plan review and floodplain administration in the Immediate Urban Growth Area beyond the city limits, where City codes and regulations apply. Septic permits there are approved by the County.

Site plan review and incentives: NDS publishes a site plan review application. The Neighborhood Revitalization Program application fee is $250 on the NDS fee sheet but $300 in the master fee schedule presented with the November 18, 2025 resolution. The new-dwelling form asks whether you have discussed the program with NDS staff.
